Once a forgotten outpost run by a ronin family, it has come under the control of the Imperial Family. The jade mines that give the lifeblood -- a blessing and curse -- to the City are contested. Samurai of all Clans send their best there to see if they can make a name for themselves in this now bustling and dangerous city.

For countless years the city of Anzen Shintai Toshi remained under ronin control. The city was out of the way, didn't provide much in the way of resources, and didn’t prove to be a threat in any way to the lands surrounding it. No one could have ever thought, that within the mountains surrounding the city, jade would be discovered. 

The discovery of jade in the peaceful little city spread quickly to the knowledge of every Clan, and eventually the ears of the Imperial Families. The ronin that kept the peace in Anzen Shintai Toshi never thought anything would happen to them until the Otomo family stepped in and seized control of the city. Though displeased, the ronin could do little but secede to the whims of the Imperial Family. The Eight Great Clans wouldn’t bow to an Imperial whim quite so easily, for they all saw the opportunities that the city presented to those who will but grasp it.

Anzen Shintai Toshi sits within a small valley formed by mountains on three sides, to the south end of what would be considered Minor Clan lands. Almost exactly half-way between the Crab and Crane lands, and not too far south from the Scorpion lands. Other Clans, though further removed from the city, still see what a great potential the city can be to Clan economy.
